i first read this story and I was wondering why the cruise radar could not see the object, Surely the radars on these modern ships are able to see most objects?

According to the reports we’ve seen the buoy was “partially submerged”. Odds are the buoy had been struck by another vessel which both damaged it and tore it from it’s mooring.
An intact buoy floating normally would be easily detected by the ship’s radar, however since this one was partially submerged not enough of it was floating above the surface of the water to be distinguished from the “sea clutter” picked up by the ship’s radar which is caused by waves.
Given that the ship had to make a sudden an abrupt manouver to avoid the bouy it’s highly like that the buoy was floating so low in the water that the ship’s lookouts wouldn’t have spotted it until they were almost on top of it.
