Bermuda! I know they’re had plans on the books for years to widen the entrances to St Georges and Hamilton harbors and convert the docks to hold one panamax ship instead of two smaller ones. However the political will is not there: buying the property and blasting a larger opening is a tough sell, and Bermudans see cruise passengers are low spending guests over-running the island. As for the HAL ship not fitting it’s not that the hull is too wide, it’s that 1) there is a number of overhangs not readily noted on the ship schematics (a more common problem then you might think: ships entering the St Lawrence Seaway are stopped and inspected for size all the time and often need to be modified slightly before entering the locks.) More importantly 2) The ship is just too flat-sided: a slight crosswind and, well, things get dicey.
